To the inhabitants of the Town of Lempster, in the County of Sullivan, in said State qualified to vote in Town affairs.
You are hereby notified to meet at the Goshen Ð Lempster School in said Lempster on Tuesday, the 13th day of March, 2007 at two thirty (2:30 P.M.) in the afternoon to open the polls for the voting of candidates, and at seven oÕclock (7:00 P.M.) in the evening for the discussion of the articles of the warrant.
ARTICLE 1: To choose all necessary Town Officers for the year ensuing.
ARTICLE 2: To see if the Town will vote to raise and appropriate the sum of Two Hundred Ten Thousand Dollars ($210,000.00) for the purchase of a 17 +/- acre parcel of land along the west side of State Highway 10 in Lempster, N.H. (Map 8 - Lot 330,188) for the purpose of municipal buildings and/or other municipal uses and to authorize the issuance of not more than Two Hundred Ten Thousand Dollars ($210,000.00) of bonds or notes in accordance with the provisions of the Municipal Finance Act (RSA 33) and to authorize the Selectmen to issue and negotiate such bonds or notes and to determine the rate of interest thereon. The Selectmen recommend this appropriation. (2/3 ballot vote required)
ARTICLE 3: To receive all reports and act thereon.
ARTICLE 4: To see if the Town will vote to raise and appropriate the sum of Eight Hundred Forty Thousand Nine Hundred Fifty One Dollars ($840,951.00) for the purpose of General Town Operations. The Selectmen recommend this appropriation. (Majority vote required)

ARTICLE 12: To see if the Town will vote to adopt the following ordinance entitled ÒJust Compensation OrdinanceÓ which reads as follows:
Whenever the town government takes or damages private property for any reason not related directly to public health or safety, the owner of any affected property shall receive just compensation for the property taken or damaged.
ÒJust CompensationÓ shall be set at fair market value for property taken and diminution of fair market value for property damaged.
Whenever a property owner and the town government cannot agree on fair compensation either party may call for a public hearing. Notice of the hearing shall be posted 14 days in advance, and within 14 days following the hearing, if an agreement has not been reached, the town shall agree to either buy the property at a value determined by an appraiser paid for by the town, and chosen by the property owner, or relinquish its claim. ARTICLE 13: To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to support Old Home Day events. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 14: To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00)
to assist in the printing of The Lempster Owl. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 15: To see if the Town will vote to raise and appropriate the sum of Two Thousand Five Hundred Dollars ($2,500.00) for the repair of windows and shutters on Miner Memorial Library. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 16: Shall the Town of Lempster vote to dissolve the Sullivan County Regional Refuse Disposal District? (2/3 ballot vote required)
ARTICLE 17: In the event that the dissolution of the District is not approved by the affirmative vote of two-thirds of the members of the District, shall the Town of Lempster vote to withdraw from the Sullivan County Regional Refuse Disposal District? (2/3 ballot vote required)
ARTICLE 18: To see if the Town will vote to raise and appropriate the sum of up to Six Thousand Dollars ($6,000.00) for the hiring of a Certified Public Accountant for a professional independent audit compilation of our books and to authorize the use of the 2006 fund balance in that amount for this purpose. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 19: To see if the Town will vote to establish a Police Cruiser Capital Reserve (CIP 002) under the provisions of RSA 35:1 for the purpose of purchasing a police cruiser and to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) to be placed in that fund. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 20: To see if the Town will vote to raise and appropriate the sum of up to Four Thousand Five Hundred Dollars ($4,500.00) for a hard case laptop computer for the new police cruiser. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 21: To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to be added to the Landfill Closure Capital Reserve (CIP 022) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 22: To see if the Town will vote to raise and appropriate the sum of Two Thousand Five Hundred Dollars ($2,500.00) to be added to the Cemetery Fence Capital Reserve (CIP 024) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 23: To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) towards the completion of the new cemetery and authorize the withdrawal of this amount from the New Cemetery Capital Reserve Fund (CIP 023) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 24: To see if the Town will vote to raise and appropriate the sum of up to One Hundred Fifty Thousand Dollars ($150,000.00) to do repair and restoration work on the Town Hall / Meetinghouse Building. Seventy Five Thousand ($75,000.00) will come from the LCHIP grant. Furthermore, to authorize the withdrawal of Forty Five Thousand Dollars ($45,000.00) from the Town Building Repair Expendable Trust (CIP 012).The balance to be funded with Twenty One Thousand Dollars ($21,000.00) from the Unreserved Fund Balance returned to the General Fund from Article 17 of the 2006 Town Warrant and up to Nine Thousand Dollars ($9,000.00) to come from general taxation. ARTICLE 25: To see if the Town will vote to appropriate the sum of Three Thousand Dollars ($3,000.00) to be added to the Town Building Repair Expendable Trust (CIP 012) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 26: To see if the Town will vote to appoint the Selectmen as agents to expend from the Town Building Repair Expendable Trust (CIP 012). (Majority vote required)
ARTICLE 27: To see if the Town will vote to establish a Town Hall/ Meetinghouse Restoration Capital Reserve (CIP 030) under the provisions of RSA 35:1 for the purpose of restoration of the Town Hall/Meetinghouse at Lempster Street and to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) to be placed in this fund. ARTICLE 28: To see if the Town will vote to establish a Highway Roller and Trailer Capital Reserve (CIP 031) under the provisions of RSA 35:1 for the purpose of purchasing a roller and trailer and to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) to be placed in this fund. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 29: To see if the Town will vote to appoint the Selectmen as agents to expend from the Highway Roller and Trailer Capital Reserve (CIP 031). (Majority vote required)
ARTICLE 30: To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to be added to the Forest Fire Truck Capital reserve (CIP 005) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 31: To see if the Town will vote to raise and appropriate the sum of Seven Thousand Five Hundred Dollars ($7,500.00) to be added to the Fire Pumper Capital Reserve (CIP 008) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 32: To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000.00) to be added to the Rescue Truck Capital Reserve (CIP 011) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 33: To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) to be added to the Town Bridges Repair and Reconstruction Expendable Trust (CIP 018) The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 34: To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000.00) to be added to the Highway Grader Capital Reserve (CIP 029) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 35: To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to be added to the Transfer Station Capital Reserve (CIP 021) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 36: To see if the Town will vote to raise and appropriate the sum of Ninety Eight Thousand Dollars ($98,000.00) for improvements and the resurfacing of Grandview Road of which Thirty Thousand Dollars ($30,000.00) will come from State Highway Block Grant money and the balance of Sixty Eight Thousand Dollars ($68,000.00) to be raised from taxation. ARTICLE 37: To see if the Town will allow Five Percent (5%) of the revenue collected under the Current Use Change Tax to be designated for use by the Conservation Commission under the provisions of RSA 79-A:25,II. The Selectmen recommend this article. (Majority vote required)
ARTICLE 38: To see if the Town will vote to raise and appropriate the sum of Two Thousand One Hundred Ninety Seven Dollars ($2,197.00) to be added to the Highway Equipment Capital Reserve Fund (CIP 026) to come from the 2006 fund balance. This represents the sale of highway equipment in 2006. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 39: To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000.00) to be added to the Municipal Buildings Complex Capital Reserve Fund (CIP 010) previously established. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 40: To see if the Town will vote to raise and appropriate the sum of Five Thousand One Hundred Dollars ($5,100.00) to be added to the Fire Department Equipment Expendable Trust (CIP 036) to come from the 2006 fund balance. This represents the sale of fire equipment in 2006. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 41: To see if the Town will vote to raise and appropriate the sum of Three Thousand Six Hundred Sixty Eight Dollars ($3,668.00) for the purchase of Forest Fire Personal Protective Equipment of which One Thousand Eight Hundred Thirty Three Dollars ($1,833.00) will come from D.R.E.D. Grant money and the balance of One Thousand Eight Hundred Thirty Five Dollars ($1,835.00) to be raised from taxation. The Selectmen recommend this appropriation. (Majority vote required)
ARTICLE 42: To see if the Town will vote to authorize the Board of Selectmen to allow one percent (1%) discount on property taxes paid in full within ten (10) days of the issue.
