Minutes of Meeting
held on Monday, February 13, 2017
at the Town Office
Members present; Mark Adams, Bill Rodeschin, Kirt Wirkkala, David Richards, Everett Thurber
Others: Stan Kowalczyk, Travis Royce, Susan Lichty, Mr. & Mrs. Shaun Carroll, Barry Hunter.
Meeting called to order at 7:00 pm by Chairman Mark Adams.
Review of draft Minutes of 1/9/17.
The draft minutes were approved with corrections.
Conceptual consultation as requested by Stan Kowalczyk; property on Wheeler Lane.
Mr. Kowalczyk was present with a map of the property. He owns one lot on Wheeler Lane. He wants to subdivide it into two lots, selling one and keeping one as a nonbuildable lot. Because of the location Bill Rodeschin recused himself.
After discussion, answering his questions, and review of a document entitled “”Voluntary Merger of Lots of Record in Recorded Deeds” signed by Paula Langhorst, Mr. Kowalczyk was advised that a lot located on a Class VI cannot be subdivided. He was also told the road could be upgraded to a Class V and he could petition the Town for change in the classification.
7:40 Public hearing on renewal of Excavation Permit for pit owned by Newport Sand & Gravel Co., Inc. located off Route 10 in Lempster.
Shaun Carroll was present representing Newport Sand & Gravel Co., Inc. Barry Hunter was present as an abutter.
After review of the submitted documents and plans motion was made by Bill Rodeschin, seconded by
David Richards to accept the application as complete. Motion passed unanimously.
8:11 p.m. Abutters’ hearing opened. Mr. Hunter had no comments or complaints.
8:17 p.m. Abutters’ hearing closed.
Discussion of the area covered by the renewal permit was discussed. It will be noted as “Area 1.”
Motion was made by Bill Rodeschin, seconded by Everett Thurber, to approve the renewal permit as
submittted for this excavation pit. Motion passed unanimously.
The permit was signed by the Board and reference to “Area 1” will be added to the Conditions of
Note: Discussion was had regarding Area 1 and its proximity to the Fellows pit. Shaun said that he and Mr. Fellows have discussed this.
8:30 Public hearing on two lot minor subdivision of property owned by Andria Elliot at 34 South Road in Lempster (Map 231, Lot 46).
Surveyor and agent Travis Royce, and Susan Lichty were present.
The Warranty Deed was questioned because of the joint grantees’ names with only Andria Elliot as the applicant. Ms. Lichty pointed out that the other grantee is deceased and Ms. Elliot is the current sole owner of the property.
After review of the submittal documents, motion was made by Kirt Wirkkala, seconded by Everett Thurber, to accept the application as complete. Motion passed unanimously.
Mr. Royce has applied for State Subdivision approval and expects to receive same within the next two weeks. A driveway permit will be required for the next meeting also.

Motion was made by David Richards, seconded by Bill Rodeschin, to grant the above three waivers. Motion passed unanimously.
9:05 Abutters’ hearing was opened. No abutters were present.
9:10 Abutters’ hearing was closed.
A site visit was scheduled for Saturday, February 18th.

Motion made by David Richards and seconded by Kirt Wirkkala to adjourn the meeting. Motion passed unanimously. The meeting was adjourned at 9:40 pm.
